How to Prove a Louisiana Roof Is Really FORTIFIED: The Designation Certificate Explained

On September 21, Gov. Landry and Insurance Commissioner Temple announced $100 million in total funding behind FORTIFIED roofs, according to WAFB. The Louisiana Department of Insurance says insurers must implement new FORTIFIED premium discounts no later than January 1, 2027. Every roofer in South Louisiana is about to say the word FORTIFIED. The word costs nothing to say. The certificate is what counts.
A FORTIFIED Roof Is a Document, Not a Description
The Louisiana Department of Insurance describes a FORTIFIED designation as written certification that a home has been built, renovated, or re-roofed to FORTIFIED standards. The designation certificate is issued by the Insurance Institute for Business and Home Safety (IBHS) after it reviews documentation provided by a FORTIFIED Evaluator. A truck wrap, a yard sign, a brochure, or a bid that says "FORTIFIED-style" is not a designation. See the state's own explanation on the LDI Fortify Homes FAQ.
Who Does What on a FORTIFIED Roof
Three different parties are involved, and a homeowner should know which is which.
- The contractor installs the roof to the FORTIFIED standard. Typical requirements include a sealed roof deck and ring-shank nails. Our FORTIFIED roofing page and FORTIFIED contractor guide cover the work itself.
- The Evaluator is an independent, third-party professional trained and certified in the standard. The Evaluator documents the construction process and sends the report to IBHS. Homeowners pay the evaluation fee.
- IBHS reviews that documentation and issues the designation certificate.
Because the Evaluator documents the construction process, the proof is built while the roof goes on. A roof installed without that documentation generally cannot be certified afterward, which is why the order of operations matters. Our guide to the certified contractor requirement explains the contractor side.
What the Certificate Is Worth
Under Regulation 136, the Louisiana Department of Insurance requires insurers to give premium discounts to homes with a FORTIFIED designation, no later than January 1, 2027. The discounts apply only to the hurricane portion of the premium, not the whole bill. For the base FORTIFIED Roof level, the LDI benchmarks are 29 percent in the South zone, 27 percent in the Central zone, and 16 percent in the North zone. Silver and Gold designations earn more, up to 49 percent in the South zone. Zones are set by parish, so check the LDI zone map for yours rather than assuming. The source is the Louisiana Department of Insurance, and our Regulation 136 guide walks through the details.
The LDI says a designation lasts five years, transfers with the home when it is sold, and is renewed through a re-inspection by an Evaluator. The LDI page on the discounts does not spell out what paperwork each insurer will ask for, so confirm that with your agent before you sign a contract.
Six Questions to Ask Before You Sign
- Are you an IBHS FORTIFIED Certified Contractor, and can I see the credential?
- Which independent Evaluator will document my roof, and who pays that fee?
- Which designation level is this bid for: FORTIFIED Roof, Silver, or Gold?
- Does the contract say the designation certificate will be delivered, and what happens if it is not?
- Will the certificate be issued for my address, and when do I receive a copy?
- Do the line items in the bid match the FORTIFIED requirements, such as a sealed deck and ring-shank nails?
A contractor who is truly certified answers these in minutes. One who dodges them is telling you what you need to know.
Is Your Current Roof a Candidate?
Not every aging roof needs replacement, and not every replacement needs to be FORTIFIED. A free inspection tells you which applies. Our roof inspection service documents the condition of your roof in photos and writing. If the shingles are aging but sound, our restoration versus replacement guide explains when a Roof Maxx treatment makes sense. If you are replacing, our FORTIFIED insurance discount page shows how the savings fit together.
