Louisiana just made the single largest commitment to stronger roofs in the state's history. Roughly $80 million is going into the Fortify Homes Program for 2026, nearly double everything the program had done before this year combined. That is the good news.
The complicating news: registration is closed right now. So the smart question is not "how do I apply today," it is "how do I make sure I am first in line when the next round opens." This guide answers that.
What Actually Changed
For 2026, the state stacked funding from more than one source. A $50 million allocation of Citizens insurance surplus was directed into the program, on top of budgeted dollars, and a surplus-lines-tax stream now feeds the fund going forward rather than as a one-time boost. Together that brings 2026 to about $80 million and an estimated 8,000 fortified roofs.
To put that in perspective, that is roughly double the number of roofs the program had funded across its entire prior existence. More money means more grants awarded, which changes the math on your odds if you get in the next lottery.

What to Do While Registration Is Closed

Confirm you are in an eligible parish. The most recent round covered Acadia, Ascension, Assumption, Calcasieu, Cameron, Iberia, Iberville, Jefferson, Jefferson Davis, Lafayette, Lafourche, Livingston, Orleans, Plaquemines, St. Bernard, St. Charles, St. James, St. John the Baptist, St. Martin, St. Mary, St. Tammany, Tangipahoa, Terrebonne, Vermilion, and Washington.
Verify your homestead exemption is active. It is required, and it is on you to confirm it is current.
Confirm your wind coverage is active, and if you are in a FEMA Special Flood Hazard Area, confirm you carry flood insurance. Both are required at application.
Do not hire a contractor or start any roof work yet. Selecting a contractor or beginning work before program approval voids your eligibility. Wait for approval first.
The Bigger Point: The Grant Is a Lottery, the Discount Is Not
Even if you never win a grant, a FORTIFIED roof still pays off, and this is the part worth understanding. Under Louisiana Regulation 136, insurers must discount the hurricane portion of your premium by 29 percent for a south Louisiana home with a base FORTIFIED Roof designation, with higher designations earning more, effective for policies issued or renewed on or after January 1, 2027.
The grant is a chance. The insurance discount is a rule. A fortified roof positions you for both.
